From 1991 to 1998, Jon Coupal served as Director of Legal Affairs for the Howard Jarvis Taxpayers Association (HJTA), overseeing the organization’s litigation and lobbying efforts. Stephen LevyStephen Levy, Director & Senior Economist, CCSCE

Stephen Levy is Director and Senior Economist of the Center for Continuing Study of the California Economy (CCSCE) in Palo Alto. He moved to California in 1969 and attended Carlmont High School in Belmont, California.  Mark became active in a number of local issues and was elected Chairman of the American Canyon Concerned Citizens in 1983. He was appointed to the Napa County Planning Commission in 1985 and served until 1989. In 1990, Mark won a seat on the Napa City Council where he served his four-year term.
